POSITION:
The City of Seal Beach is seeking a Senior Community Services Officer to enforce all laws and ordinances pertaining to assigned area of responsibility including Records, Parking and Traffic, Property and Evidence, Custodial Facility Operations, IT/Crime Analyst, and Animal Control.
ESSENTIAL FUNCTIONS:
Essential and other important responsibilities and duties may include, but are not limited to, the following:
Traffic Division: Under direct supervision, the selected individual is assigned to the Traffic Division in the Seal Beach Police Department. Duties include: enforcement of parking regulations; assists with traffic control; documents front counter and over the phone crime reports; provides assistance as directed; performs other related duties as assigned. Records Division: Under direct supervision, the selected individual is assigned to the Records Division in the Seal Beach Police Department. Duties include: receives requests for information from other City departments, outside government agencies, private organizations, news media and the general public for release of statistical information; performs computer input for nationwide automated system (CLETS) including stolen vehicles, missing persons, stored vehicles and stolen property according to established guidelines; files various documents in the manner prescribed by policy; compiles and completes fingerprint cards for a variety of individuals including all city employees, and applicants for specialized permits; processes arrestee prints for reporting purposes; screens office and telephone callers; provides front counter assistance and information to the public; responds to and resolves complaints and requests for information on regulations, procedures, systems and precedents relating to assigned responsibilities; operates a variety of office equipment including copiers, facsimile machine and computer; inputs and retrieves data and text; organizes and maintains disk storage and filing; ensures and maintains adequate supply of necessary report forms and supplies and performs related duties and responsibilities as required.
Detention Center: Under direct supervision, the selected individual is assigned to the Detention Center in the Seal Beach Police Department. Duties include: booking, housing and transportation of arrestees to Seal Beach Jail, Orange County Jail and other detention facilities; preparation of booking paperwork; Livescan fingerprinting; provides assistance as directed; performs other related duties as assigned.
IT/Crime Analyst: Under direct supervision, the selected individual is assigned to the IT/Crime Analysis Unit in the Seal Beach Police Department. Duties include: designing, maintaining and updating reports associated with crime patterning and officer productivity; Maintaining and managing information technology systems. This includes managing access control system and surveillance systems, mobile computer systems, and mobile device management systems; assisting the Detective Division with analysis of intelligence from a multitude of sources. This includes surveillance system video extraction, cell phone analysis, and cell tower analysis; Calibrating, maintaining, and operating unmanned aerial vehicles (UAV). This includes managing UAV firmware updates, maintaining and testing UAV equipment, and piloting UAVs as needed.
Animal Control: Under direct supervision, the selected individual is assigned to the Animal Control Services Unit in the Seal Beach Police Department. Duties include: responding to calls for service; providing care or impounds healthy, injured, sick, dangerous and deceased animals; issuing citations or investigates violations pertaining to animal control codes and regulations; performs related duties and responsibilities as required.

EMPLOYMENT STANDARDS
Knowledge of: Operational characteristics of a law enforcement agency; methods and techniques of handling evidence and property; principles and procedures of record keeping; modern office procedures, methods and computer equipment and programs; methods and procedures of parking enforcement and patrol, evidence intake and court processing; principles and practices of traffic control; pertinent Federal, State and local laws, codes and regulations; Federal, State and local ordinances regarding the detention and care of prisoners; safety precautions and practices necessary when working with prisoners; physical restraint techniques.
Ability to: Perform a variety of confidential police records maintenance and general clerical duties; respond to questions and inquiries from the public in a courteous manner; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work including a variety of City and other government officials and the general public; enforce applicable parking regulations; identify violations of parking laws; respond to emergency calls in a timely and lawful fashion; prepare and analyze data for computer input; write clear and concise reports and correspondence and record and transfer data; understand and carry out oral and written directions independently; exercise independent judgment; maintain professional, cooperative and harmonious relationships with inmates and staff; work in fast paced and volatile jail related situations; use a camera and take fingerprints; physically guide/restrain prisoners; effectively and expeditiously search persons and identify contraband as possible dangerous items; utilize fire related equipment in corrections environment during a crisis; maintain physical condition appropriate to the performance of assigned duties and responsibilities; use both hands, arms and legs; stoop, bend, and lift; work all assigned shifts, including evenings, weekends, and holidays.
Education:High school graduation or the equivalent, supplemented by college level coursework in a related field.
Licenses:Possession and maintenance of a valid California driver’s license throughout the duration of employment with the City in this position.
Experience & Training:One (1) year of increasingly responsible experience involving the maintenance of police records or equivalent experience in police support work is preferred. Successful completion of the State of California Detention Officer Training Program and the State of California Department of Justice C.O.R.I. and C.L.E.T.S. coursework and testing is preferred.
Probationary Period:A probationary period of six (6) months must be successfully completed by each employee.
