Under the general direction of the Program and Project Supervisor, Public Utilities Commission, in the Transportation Fuels Market Unit of the Fuels Analysis Branch, the incumbent acts as a working supervisor for a small group of specialists, serves as a team leader to coordinate interdisciplinary teams, and performs the most sensitive work of the group. The incumbent performs or directs varied, difficult, and complex engineering and economic analyses focused on the petroleum refinery production of transportation fuels, transportation fuels supplies, imports and exports of crude oil and transportation fuels and power generation for refineries and assessment of their impact on the grid. The incumbent, with support of assigned staff, will provide decision-makers and the public with current and useful information and objective analyses of government policy on the transportation sector and transportation energy fuel pricing behavior.
The Energy Assessments Division (EAD) is responsible for a diverse set of data-analysis-related work products such as demand forecasts of electricity and natural gas, transportation, and policy analysis for data intensive legislative mandates. The EAD relies on a broad variety of methodologies (econometric, engineering, statistical, computer modeling, etc.) and data sets (economic, demographic, GIS, etc.) in preparing these products. The Transportation Fuels Market Unit (TFMU), within the Fuels Analysis Branch (FAB), collects and analyzes transportation fuels data relating to production, supply, market prices, etc., and uses the data to prepares reports and analyses for the California Energy Commission (CEC), and state energy policy makers. TFMU’s reports also contribute to the CEC’s Integrated Energy Policy Report, the state’s primary energy policy report. TFMU also provides emergency response for the CEC and the state when incidents occur, such as refinery fires and earthquakes, that may impact or are impacting the supply of transportation fuels and/or fuel prices. The CEC supports a hybrid workplace model with office-based and remote-centered workers. Limited in-person attendance and occasional travel may be required based on the needs of the division. Regular and consistent attendance is essential to successful performance. Work hours beyond the eight-hour workday or forty-hour workweek at times may be required. This position is remote-centered, which means the incumbent works 50 percent or more of their time from an alternate work location.

4) Experience in energy related analysis and forecasting, a broad understanding of the state’s energy policies, and their impact on retail gasoline prices, spot market prices, crude oil imports, gasoline production/imports/exports, jet fuel production/imports/exports, diesel production/imports/exports, refinery maintenance schedules, and the state’s overall energy demand.
5) Proficiency on a personal computer and familiarity with word processing, database management, spreadsheets, models, and graphics. Intermediate to Advanced skills with Microsoft Excel, Microsoft Word, and coding languages such as SAS, R, or Python.
